The Project

A financial resilience pilot against flooding

A simple, fast response to help vulnerable farming households in central Vietnam get back to work after a climate shock.

Purpose & Mission

Financial resilience against climate change

Anchor Resilience carries a financial resilience project against the devastating effects of climate change on vulnerable populations — starting with a first pilot dedicated to farming households in central Vietnam.

Anchor Resilience is a public-interest non-profit association dedicated to climate resilience (French loi 1901), with three main activities:

Communication and awareness

About climate change and its consequences for vulnerable populations.

Fundraising

For vulnerable populations — farmers and small businesses exposed to natural disasters, in particular flooding.

Coordination of pilot projects

Insurance solutions (parametric or index-based insurance) to compensate affected populations, through local insurance partners.

  • — Launching a pilot project in Vietnam.
  • — A longer-term goal of expanding to other regions.

We do not directly carry out any insurance, brokerage, or insurance-product distribution activity.

The project

From your donations to financial protection

Your donations will help launch the project and fund insurance coverage. The aim is to put financial support in place before disaster strikes: when predefined weather thresholds are reached, a payout is triggered under the terms of the contract.

This protection remains targeted: the payout depends on these thresholds, not on the damage assessed on each farm.

Who does what

Everyone's role

  • Anchor Resilience designs and coordinates the project, mobilises donations to fund the coverage, and oversees its implementation.
  • MSIG Vietnam, the insurer, carries the covered risk and applies the terms set out in the contract.
  • World Vision's Micro Finance Unit (MFU), the local humanitarian partner, supports households and helps implement the project on the ground.
Project diagram (in French): donors fund Anchor Resilience, which funds insurance coverage with MSIG Vietnam; when predefined thresholds are reached, a payout is triggered for around 120 farming households in Mỹ Thủy and Diên Sanh, supported on the ground by World Vision's Micro Finance Unit.

The context

When the weather becomes a financial risk

In Hai Lang, dependence on farming exposes households to a double shock: lost production immediately hits family income, while essential expenses continue. In this context, speed of support matters as much as its amount, and the mechanism must stay understandable, accessible, and grounded in local realities.

95%
of Hai Lang households depend solely on farming (district level)
-15%
drop in cereal production reported in 2022 compared to the previous year
79%
of insured households report significantly or slightly reduced financial stress

Our approach

A gradual approach

Anchor moves forward step by step, with no premature commitment: nothing launches until the conditions are met.

01

Design

A targeted mechanism with a licensed insurer and local partners.

02

Prepare

The data, trigger criteria, and payout process.

03

Mobilize

Private funding for pilot preparation and, subject to final conditions, premium support.

04

Launch

Only once funding, underwriting, compliance, and final agreements are validated.

Real-world case

Initiatives led by our local partners

A separate initiative carried out in Hai Lang by World Vision and MSIG Vietnam demonstrated the value of index-based climate insurance: 400 households and 206.3 hectares were covered over twelve months; following an extreme climate event in August 2025, more than 82 million VND (≈ €2.7k) were paid out to 388 households.

Anchor treats these lessons as a reference, without presenting itself as the legal or operational continuation of this program. Anchor does not sell insurance and does not handle claims: the project must rely on a licensed insurer and a compliant local implementation structure.

Index-based mechanism — Hai Lang
Weather threshold exceeded
An objective indicator (e.g. rainfall level) crosses the threshold predefined in the contract.
Trigger
No individual loss assessment: the mechanism triggers automatically.
